On : 11.3.1.27 version, Disbursements

ACTUAL BEHAVIOR
---------------
When a user has two or more security groups with Disbursement Approval limits set for each group,
the system is inheriting the lower limit and not the higher amount.


EXPECTED BEHAVIOR
-----------------------
The business expectation is that the system should apply the higher limit for Disbursement Approval.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Assign a user to 2 security groups.
2. Ensure the 2 security groups have different disbursement limits configured.
3. Navigate to the disbursement approval screen
4. The user will only be able to Approve Disbursements that are lower than the lowest limit and not the higher limit configured.
