Application Security Does Not Restrict All Services

On: 2.9.0.1.1 version, Framework
Application Security does not restrict all services
The following menu items do not appear to have a security restriction to prevent all users from having access to them. If there is a way of preventing user access via security, please advise how this can be done.
Otherwise, please add application services to the relevant items so they can be secured.
When I limit user security to a very basic read-only for limited services they require only, there are still services in the menu that I have not specifically allowed and do not want.
Menu name = CI_RATES / Menu Line Id = CI00000299 Rate Schedule
Menu Item Id = CI00000384 and CI00000483 (add mode)
- These must be restricted by Application Service CILRRTSP
Menu name = D1_COMMUNICATION / Menu Line Id = D161206801 Load IMDs / Events (XML)
Menu Item Id = D118753105
- This must be restricted by an Application Service – Possibly D1-IMDEVUPLD
Menu name = D1_AD_COMMUNICATION / Menu Line Id = D118181132 Activity Type
Menu Item Id = D161946729
- This must be restricted by an Application Service – Possibly D1-IMDEVUPLD
Menu name = CI_AD_GEN / Menu Line Id = X184191660 C2M Configuration
Menu Item Id = X170068749
- This must be restricted by an Application Service – Possibly F1MSTCFG
