Tiered Base Call Pricing Is Not Working in a Cumulative Manner

Goal
When customer make a call after consuming 400 minutes (tier-1), it should charge as per tier-2 until the cumulative quantity of calls reaches 10K mins.
However, the tiers are configured in such a way that every call will be charges are per tier.
Expected Result: There should a counter (or similar) to track the usage and charge the calls as per tiers when crossed
Tested with the following manner in discount offer:
If percentage option with the Distribute value across applicable quantity range, it only applies to the 1st tier and does not work for the other tiers.

1.Passed 1200sec(20min) -> should go to 1st tier->going to 1st tier as expected.
(Remaining 47800(780min)-> should go to 1st tier)
2.Passed 47940sec(799min)->Till 780min should go to 1st tier & remaining 19min should go to 2nd tier-> complete 799min is going to 1st tier
