Make "Add Comments" as non-mandatory when a user takes to move a case from New to In-Process

Problem Description
---------------------------------------------------
Currently, when a case is assigned to a user or if a user Self-Assigns a Case - it stays in the "New" status.
This status has to be changed manually by the user from "New" to "In Process".
When changes the status from "New" to "In Process" - it is currently mandatory to Add Comments. Can we update this to make this non-mandatory?
