Database Error When Setting Up A New Assembly Line (Doc ID 3070066.1)

Goal

On : 12.6.4 version, Enterprise Edition

We are setting up a new database in our development environment.
We ran the installer and it went just fine. Then we had the DBAs run the dmkr_asline.sql script.
It seemed to go fine as well. However, when we try to connect it using Documaker Studio we get the following error:

[JDB]ORA-01157: cannot identify/lock data file 28 - see DBWR trace file
ORA-01110: data file 28: '/u01/app/oracle/product/19.3.0/db/dbs/dmkr_asline99.dbf'

We are pretty sure that it's related to our database cluster and not all nodes being able to access the dmkr_asline99.dbf file.

Any recommendations on how to handle this?
