PDC GUI Doesn't Allow TAX_CODE When Browser Language Set to English

Symptoms
The steps to reproduce the error are the following:
1. In Chrome, set language to Spanish (Argentina)
2. Log into PDC (Pricing Design Center)
3. Search the existing charging offer to change the tax information
4. Save the change information and validates the changes.
Result:
PDC throws an error CHTEST01: "Both Taxcode and TaxSelector are empty. One of them is required when Taxtime is other than the Taxtime. NONE."
And the tax information on Charge Details is empty.
