updateIntegrationEventStatus Operation Throws "Error in updateServReqGatewayEvent - SERV_REQ_GATEWAY_EVENT row not found for document number" (Doc ID 3071113.1)

Symptoms

Execute the updateIntegrationEventStatus Web Service and receive the following error:

      Exception thrown updating event status.
     Message: java.lang.Exception: Exception thrown updating integration event.
     Message: The server encountered the following Exception: IntegrationEventManager::Error in setEventDetail - The server encountered the following Exception: IntegrationEventManager::Error in updateServReqGatewayEvent - SERV_REQ_GATEWAY_EVENT row not found for document number 12606464, task id  53308732, event name inboundGWE, event version 0.Error Code 10119:The server encountered the following Exception: IntegrationEventManager::Error in updateServReqGatewayEvent - SERV_REQ_GATEWAY_EVENT row not found for document number 12606464, task id  53308732, event name inboundGWE, event version 0.

The updateIntegrationEventStatus is a more desirable Web Service to use because it updates gateway event status, gateway event error message, gateway event notes and inserts/updates rows in the INTEGRATION_EVENT_STATUS table.  Is there a reason that the updateIntegrationEventStatus restricts the use to outbound gateway events?  Can the updateIntegrationEventStatus Web Service be changed to be able to execute for inbound gateway events?
