Symptoms

VMI Replenishment Engine is not generating the Replenishment Orders.

The issue can be reproduced with the following steps:
1. Create an item with VMI Attributes.
2. Create Approved Supplier List
3. Run the Data Collection process
4. Run the concurrent program: VMI Replenishment Engine
5. Replenishment orders not generated
