Goal

Both of the following fields are getting automatically populated with value from what appears to be the database sequence "S_CMN_AUDIT_LOG_AUDIT_ID"

a) LM_LICENSE.IDENTIFIER_TYPE_ID
- This is used as logic in DTD element DRUG.

b) CFG_SENDER.ROUTING_IDENTIFIER
- The DTD element N.2.r.3 in FDA is being populated incorrectly because of this

Why is this, these fields should not be populated by a sequence ?
