Symptoms

ACTUAL BEHAVIOR
---------------
User unable to re-load REPO Tracking attribute even though Enabled in Setup

System should allow user to re-load REPO tracking attribute and should load newly added ones which are not loaded. Existing loaded tracking attribute values should remain as is.
Behavior should be similar to Account Tracking Attributes, Customer Tracking attribute and recently corrected Bankruptcy Tracking Attribute

EXPECTED BEHAVIOR
-----------------------
System should allow all Tracking attributes to be reloaded, and system should load the ones which are not already available.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Disable few Repo tracking attributes from the setup
2. Create an account
3. Post Repo details in the account
4. Click on Load Tracking button
5. Verify that all the enabled Repo Tracking attributes loaded in the Repo tracking tab with default values
6. Update the values of few Repo tracking attributes
7. Enable the Repo tracking attributes from setup which were disabled previously
8. Click on Load Tracking button
9. Verify that recently enabled Repo tracking attributes loaded in the Repo tracking tab with default values and existing tracking attributes data remains as it is

Due to this issue, users cannot re-load REPO Tracking attribute even though it's Enabled in Setup.
