ACTUAL BEHAVIOR

Non-Monetary transaction posting date concern in SAAS Env
Issue - In Cloud/SAAS Env, Server time is standardized as per UTC Time zone. Hence when a non-monetary transaction is posted (since non-monetary transaction is validated for posting as per system date) the transaction posted date is reflected GL Date + 1 due to UTC time zone /server time.
This depicts a wrong understanding for user as the activity was scheduled for GL date EOD process."
User - EST Time zone and Server in UTC Time zone.
EXPECTED BEHAVIOR

Expected Results - As the batch job is run as part of EOD, system should post non-monetary transaction is as per actual GL date (system date) as per User Time zone i.e EST.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open an Account and run a few billings.
2. Post Recourse Details Maintenance on the GL date of Company.
3. System should Post without error. Validation should be relaxed for Recourse details Maintenance to be posted on GL date and not validate System Date.
4. Post Recourse Details Maintenance on System date, posting happened without any error.
5. Post Recourse Maintenance 1 day prior to GL date. Validation should Fire transaction date lesser than process date.
6. Verified Transaction posting through File upload.

The issue has the following business impact:
Due to this issue, users cannot have the non-monetary transaction posted as per actual GL date (system date) as per User Time zone i.e EST.
