Symptoms

Steps to reproduce the issue:

  1. Purchase the data add-on package that grants the Data NCR balance (say, 500 MB).
  2. Maintain a suitable balance in the currency resource (PKR) (-1000 PKR).
  3. Begin data usage and try to consume data NCR balance, then switch to Payg (PKR) resource.
  4. Observed that, despite having sufficient balance, no GSU was provided and the session was terminated.

Expectation: The session should continue on the Payg(PKR) resource, and the granted units should not be 0.
