Enhancement Request - Equipment Grooming for Reserved and Pending Statuses (Doc ID 3073013.1)

Symptoms

Currently, equipment grooming is only allowed for statuses of In Service and Suspend. The ability to include statuses of Reserved and Pending should be added. Reserved and Pending statuses are needed because the equipment Move and Replace functions do not fit the use cases which considers all connections in the equipment versus partially as grooming does.
