Cannot Unassign Reused Pending Disconnect IP Addresses

Symptoms
An error is received in the IP Address Assignment window (w_nbrinv_ipaddress_assignment/assignment.jsp) when attempting to "Unassign" a reused IP Address. The problem occurs when a user has mistakenly assigned the "reused" IP Address to the wrong item and needs to remove and reassign it to the correct item. Note that this is closely related to Bug 36681184 where IPs in a Pending Disconnect status and associated with ASAP.NI_IP_ADDR.CUST_ACCT_ID values are not retrieved in the Number Inventory Search window. The current workaround is to NULL out the CUST_ACCT_ID value which works unless a user assigns a reused IP to an incorrect item which must then go through the Unassign process. Below is the complete error displayed in the IP Address Assignment window.
Error Message
This Pending IP Address is in Pending Disconnect status elsewhere. If the IP Address needs to be removed from the order, the service item must be deleted and re-added to the order.
