Symptoms

A significant performance degradation occurs when upgraded to SoftRater v5.6.3 HF14 from v5.2.
The high volume testing takes 17 minutes on 5.2, but 27 minutes on 5.6.3 HF14.


Steps to Reproduce Issue:
1) Run a batch of 5M transactions against two SoftRater environments, 5.2 and 5.6.3 HF14.
2) Track the Oracle SoftRater database performance.
