Symptoms

On : 12.0.0.8.13 version, OUI Installer

 User upgrading preprod to 12 PS8 IP13 from 12 PS8 IP11, but pods are not coming up. one is getting "java.lang.ClassNotFoundException" expception in the logs.

The issue can be reproduced at will with the following steps:
1. Upgrade from 12 patch set 8 IP11 to 12 patch set 8 IP13.
