Validation Checks: "Reorder Columns" Button Displays an Empty/Blank List of Columns, Or Reorder Does Not Work

Symptoms
This issue started after upgrading to release 3.4.0.1.
ACTUAL BEHAVIOR
---------------
Random issue. When attempting to reorder columns in a Validation Check (VC), the order is not changed and/or the VC columns are not displayed in 'Reorder Columns' list (it is blank/empty list).
This reproduces while creating the VC and OLD VC as well. For example, if need to reorder some of the VC columns, it is does not work: you change the order but it is still the same.
STEPS TO REPRODUCE
-----------------------
1. Create a Validation Check in 3.4.0.1, or open an old Validation Check, .prior 3.4.0.1
2. Attempt to reorder Validation Check columns. Sometimes the list is blank. Other times, the order continues being the same.
