ECE Purchase Balances Causing Double Balance Impact to BRM

Symptoms
During purchase Elastic Charging Engine (ECE) balance is getting synced to Billing and Revenue Management (BRM), causing double balance impact along when rel files are loaded to BRM.
Balance Before purchase
STEPS
----------
1. Purchase a 3 GB product.
2. Consume 1 GB of data, but do not load the rel files into BRM. At this point, the balance in BRM remains 3 GB, while the balance in ECE reflects 2 GB.
3. Purchase the 3 GB product again.
4. After the purchase, check the balance in BRM notice that the balance of the first bucket has been updated to 2 GB, syncing with the ECE balance.
