Rollback Not Done in CM When PCM_OP_CUST_COMMIT_CUSTOMER Execution Failling Because OCI Timeout in DM_ORACLE (Doc ID 3075560.1)

Symptoms

On environment running Oracle Communications Billing and Revenue Management (BRM) 12PS4, an order coming from external system (eg Order and Service Management) triggers creation of new account in BRM, so execution of PCM_OP_CUST_COMMIT_CUSTOMER opcode.
During execution of PCM_OP_CUST_COMMIT_CUSTOMER, a timeout occurs in dm_oracle while op_cust_create_billinfo is executed.

The problem here is that rollback was not done for execution of PCM_OP_CUST_COMMIT_CUSTOMER during which this timeout error occurred, as objects created in database before the error are still there (/account, /payinfo). It is expected that object created before the failure will not be commit-ed in the database.
