PDC Throws Error when Browser Language is Different than the JAVA_OPTIONS -D (Doc ID 3075848.1)

Symptoms

In Pricing Design Center (PDC), some users set their browser in Spanish and some in English.

For an English browser, the user got below error when modifying a discount offer

The error is no longer seen in the English browser, but the error comes for Spanish users. 


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Chrome browser, set Browser language = English
2. Log into PDC
3. Select any Discount Offer, edit/update description
4. When click on "Validate", see pop-up error.
