NO_FC_RECORDS Error by the FCTHREADEXEC Batch When COST_EVENT_PRIM_PACK Is NULL for Pack at a Franchise Location

Actual Behavior

When adding a Primary Cost Pack to an Item/Franchise Store location via the UI an "empty" Cost Event, PP record in COST_EVENT but no records in COST_EVENT_PRIM_PACK gets created and results in a ‘NO_FC_RECORDS’ error after processing by FCTHREADEXEC.

Expected Behavior

The UI should not create a PP Cost Event in COST_EVENT table when a Franchise location is updated with a primary cost pack.
What is Working
-----------------------
When Item/Location Updates are processed via integration there is no cost event created per the logic in CORESVC_ITEM_LOC_RANGING_SQL.UPDATE_ITEM_LOC function.
Steps to Reproduce
-----------------------
1) Identify a Franchise store
2) Identify a transactional level item that has simple pack(s) defined but does not have a primary cost pack defined at the franchise location
3) Update the transaction level item at the franchise location to have a primary cost pack via the UI
4) Notice item/franchise store record has been updated in ITEM_LOC
5) Notice a ‘PP’ Cost Event has been create as a result of assigning a primary cost pack to the item/franchise store
6) Notice that no corresponding rows have been created in COST_EVENT_PRIM_PACK for the ‘PP’ cost event created
7) Process FCTHREADEXEC and notice the NO_FC_RECORDS result
