Planned Orders are Created for Phantom Items in a Constrained Plan

Symptoms
When the "Calculate Resource Requirements" flag is checked in the Constraints tab - plan options, we observe planned orders for phantom items.
Planned orders for phantoms should not be generated when MRP_NEW_PLANNER_BACK_COMPATIBILITY = No.
The issue can be reproduced at will with the following steps:
Navigate to: Advanced Supply Chain Planner (R) / Supply Chain Plan
1. Open Launch, pick plan and submit request.
2. When completed, open Workbench and view the Supply/Demand for the item.
