Symptoms

The customer initiates the call but terminates it immediately, leading to zero usage and a 5031 DIAMETER_RATING_FAILED error.

Steps to Reproduce:

  1. Create a balance element in EUR.
  2. Create a charge offer with a rate of 0.0 EUR per byte.
  3. Create two customers (A and B) with an EUR balance and assign them the charge offer.
  4. Send a TERMINATE request from A to B with USU = 0.
