Symptoms

On cloud native implementation of Oracle Communications Elastic Charging Engine (ECE) 15.0.1.0.3, there are several occurrences of the below error logged in Event Charging Server(ECS) log during execution of pin_cycle_fee and billing utilities.

To be noted this started to occur after installation of ECE 15.0.1.0.3, and it was not there when ECE 15.0.1.0.2 was running in this env.

The issue can be reproduced at will with the following steps:
1. start billing utilities on Billing and Revenue Management (BRM)
2. observe errors in ECS log
