EPF Refresh Fails With Is Not A Valid Directory Path For $FEM_TOP Error (Doc ID 336068.1)

Symptoms

When attempting to run the EPF Refresh engine the following error occurs.
The issue can be reproduced at will with the following steps.

ERROR
-----------------------
is not a valid directory path for $FEM_TOP
The execution produced errors. Correct the errors and rerun.

STEPS
-----------------------
Attempt to execute the EPF Refresh Engine Concurrent Program

Verified the issue by the error messages in the concurrent log file:
