OGL EPF : Balances Rule fails with "The loading process could not find any balances to process." (Doc ID 340682.1)

This problem can occur on any platform.

Symptoms

Attempting to re-run the Balances Rule, after adding segment values for the Company Org Dimension.

When trying to run the Balances Rule using Incremental Update, the following error message is received in the log file:

The loading process could not find any balances to process.
