OGL EPF: Error Running Transfer Rule: Current User Not Allowed To Execute Rule (Doc ID 342849.1)

In the "Enterprise Performance Foundation Administrator" responsibility, when running an Oracle General Ledger (OGL) calendar, dimension or balance transfer rule in the "Data Rules" screen, the following error occurs in the View Log:

The current user is not allowed to execute this rule because he has no access to the folder containing the rule.

As a result, the transfer rule fails.

Note: For Calendar Rules, the View Log may not contain the error above.  Instead, the following is listed in the View Log:

The creation of the new Time dimension hierarchy <name> has failed.
Process registration has failed.
Process registration has failed.

However, if you run the Calendar Rule with FND: Debug enabled, the following message is output to FND_LOG_MESSAGES:

You do not have Write access to the 'Default' folder, or the folder does not exist in the system.
