This problem can occur on any platform.
When trying to register or update the FEM_BALANCES table in the Enterprise Performance Foundation Administrator responsibility at "Administration" → "Registration" → "Objects and Columns", the following error occurs after filling in the Display Names in the "Table Column Display Names" step and clicking on "Save and Next":
You have encountered an unexpected error. Please contact the System Administrator for assistance.
The "Table Processing Key" page never appears. The error prevents the FEM_BALANCES table from being registered.
The following errors appear if the System Profile value for "FND: Diagnostics" is set to "Yes" and the error is triggered. Going to the "Click here for exception details" link shows the following error:
oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-06502: PL/SQL: numeric or value error: character string buffer too small

Steps to replicate:
- Go to Enterprise Performance Foundation Administrator
- Go to Administration → Registration → Tables and Columns
- Search for "FEM_BALANCES" and click on the Update icon
- Click "Save and Next" to move to the Table Processing Key screen
