Installer Fails Trying To Upgrade Oc Forms Server to 4.5.1 (Doc ID 344335.1)

Symptoms

Performing step 6.4.2 of the 4.5.1 install guide to upgrade the OC 4.5.1 Forms Server.
Click on setup.exe and error occurs:

"OUI cannot determine the platform of this system. This
may occur if OUI is running on a system that is not
supported or there is a bug in OUI. Please confirm that
the system is a supported configuration; if it is supported,
please contact Oracle Support."
