Symptoms

When attempting to generate a provisional layout, the following errors are displayed:

123500: Sql Error: ORA-20100: Error occurred while parsing: Start of root element expected
ORA-06512: at "SYS.XMLPARSER", line 22
ORA-06512: at "SYS.XMLPARSER", line 103
ORA-06512: at "RXC.OCL_DCIF_G

This might have occurred after you verified that the NLS settings are correct by taking the following steps:

1.Confirm the character set on the database server:

select * from nls_database_parameters
where parameter in ('NLS_CHARACTERSET','NLS_LANGUAGE','NLS_TERRITORY')

It will return something like:

PARAMETER VALUE
------------------------------ ----------------------------------------
NLS_LANGUAGE AMERICAN
NLS_TERRITORY AMERICA
NLS_CHARACTERSET UTF8

2.Set the NLS_LANG variable according to the data retrieved by the previous select statement:

NLS_LANG=<NLS_LANGUAGE>_<NLS_TERRITORY>.<NLS_CHARACTERSET>; export NLS_LANG

e.g.

NLS_LANG=AMERICAN_AMERICA.UTF8; export NLS_LANG

or, if you are using cshell:

setenv NLS_LANG AMERICAN_AMERICA.UTF8
