Is there any way to hard-delete a document that has been already soft-deleted?

Clarification:
In order to soft-delete a document you navigate to:
Data Entry -> Key Changes -> Menu Data => Delete record and "soft" delete the data.

To hard delete a document you navigate to:
Conduct => Security => Delete Study Information
