TMS Browser does not Release Database Connection (Doc ID 357197.1)

TMS Browser database sessions are not being disconnected from the database. As a result when a user
tries to switch to test mode in OC / RDC the following error is displayed:

"Cannot switch to Test Mode- another session is open."

The workaround is to kill the TMS browser database session in order to gain the ability to log
into Test Data Entry in Oracle Clinical.

The issue was verified in an internal test case. The test case demonstrate that the user database
session created by TMS browser is not released from the database once the user close the TMS browser
