Incremental Load Failed With Character String Buffer Too Small ORA-06502 (Doc ID 359085.1)

Symptoms

When attempting to run External GL Data Load program for FEM_BALANCES the following error occurs when Incremental load is selected:

ERROR:

Unexpected error has occurred: ORA-06502: PL/SQL: numeric or value error:
character string buffer too small.
Please contact your system administrator.

STEPS:
The issue can be reproduced at will with the following steps:
1. Successfully ran the External GL Data Load program using Snapshot option. 
2. Added more records into FEM_BAL_INTERFACE_T table and set the following columns to
    LOAD_METHOD_CODE = I       (Incremental)
    BAL_POST_TYPE_CODE = R    (Replace)
3. Ran the External GL Data Load program using Incremental option and it failed.
