Why Would Changing ARRAY_SIZE_ROWS Not Change The Number Of User Commits? (Doc ID 363132.1)

Goal

On 4.5.39 changing the ARRAY_SIZE_ROWS in OFSA_PROCESS_ID_STEP_RUN_OPT does not appear to change the number of commits executed.  The COMMIT_FREQUENCY is set to 0.

EXPECTED BEHAVIOR

Changed the value of OFSA_PROCESS_ID_STEP_RUN_OPT.ARRAY_SIZE_ROWS from the default value of 50 to 100, 150, and then 5000. Expect to see the number of user commits decrease each time we increased the value of ARRAY_SIZE_ROWS. This did not happen. The number of user commits remained constant.

The issue can be reproduced at will with the following steps:
1) Run the OFSA 'Consumer Loan Lqdty$' job with a StatsPack snap before and after and with a 10046 trace.
2) Update 'OFSA_PROCESS_ID_STEP_RUN_OPT.ARRAY_SIZE_ROWS' from 50 to 100.
3) Stop and start OFSA.
4) Run the OFSA 'Consumer Loan Lqdty$' job (with StatsPack and 10046 trace as above).
5) Update 'OFSA_PROCESS_ID_STEP_RUN_OPT.ARRAY_SIZE_ROWS' from 100 to 150.
6) Stop and start OFSA.
7) Run the OFSA 'Consumer Loan Lqdty$' job (with StatsPack and 10046 trace as above).
8) Update 'OFSA_PROCESS_ID_STEP_RUN_OPT.ARRAY_SIZE_ROWS' from 150 to 5000.
9) Stop and start OFSA.
10) Run the OFSA 'Consumer Loan Lqdty$' job (with StatsPack and 10046 trace as above).
