API - MRP_SOURCING_RULE_PUB.Process_Sourcing_Rule
Symptoms
When user tries to import records through the API MRP_SOURCING_RULE_PUB.Process_Sourcing_Rule sourcing rule with same name were not allowed to be loaded even-though the sourcing rules are for different organizations.
Error:

"SOURCING RULE NAME ALREADY EXISTS"
Expected behaviour:

Sourcing rules with same name must be imported if they are for different organizations
