OGL EPF : Dimension Rules Failed with ORA-03114, APP-FND-01564, FDXTRY failed due to ORA-0100: maximum open cursors exceeded Errors

OGL EPF Data Integration
In 11i.FEM.D.1, Oracle Enterprise Performance Foundation (EPF), when attempting to run the Dimension Rules the following errors occurs for Line Item dimension:
Routine AFPPRD has encountered a fatal error. ORA-03114: not connected to ORACLE.
APP-FND-01564: Oracle error 100 in FDXTRY
Cause: FDXTRY failed due to ORA-0100: maximum open cursors exceeded.
Shutting down Concurrent Manager
ORA-01041: internal error. hostdef extension doesn't exist
ORACLE error 3114 in AFPRSR - Resubmit_Time
Cause: AFPRSR-ResubmitTime failed due to ORA-03114: not connected to ORACLE>
The issue can be reproduced at will with the following steps.
1. Logged in as EPF Administrator
2. Navigate -> Data Rules tab -> Oracle Dimensions Sources -> Chart of Accounts
3. Map the dimensions and select "Submit All rules"
New installation of Oracle Enterprise Performance Foundation and Oracle Enterprise Planning and Budgeting.
