Symptoms
MSONWA64 module: Memory Based Planner 64-bit AIX gets the following error in an Enforce Capacity Constraints Master Plan.

ERRORTEXT Cause: The current routine encountered the specified@ERRORTEXT x Action: Contact your customer support representative.
Error in Split_po
error in msc_local_sd_peg
Error in alloc_nonfirm_priority..
Total memory usage: XXXXXXX
A workaround is to use FIFO pegging; but this workaround does not peg transient safety stock properly.
The issue can be reproduced at will with the following steps:
1. Run constraint plan with following settings:
MSC: Use Fifo Pegging= No
MSC: Include safety stock in Priority= Yes
MSC: Supply Window = 80
MSC: Demand Window = 80
Demand Priority Rule = Schedule Date
