The EPF/FEM Refresh Engine Encountered an Error While Running FNDLOAD

When attempting to run the Enterprise Performance Foundation (EPF) "Refresh Engine" process, it fails with the following error message:
The Refresh engine encountered an error while running FNDLOAD for theThere are no errors explaining why the load failed for fem_dim.ldt.
The execution produced errors. Correct the errors and rerun.
The subprogram "Refresh Seeded Data Loader" program also fails with the following error:
The Printing output file. Request ID : 5300755 Number of copies :STEPS
1 Printer : noprint
noprint: unknown printer
APP-FND-00500: AFPPRN received a return code of failure from routine FDUPRN. An error occurred
while AOL tried to spawn the print process
Cause: AFPPRN received a return code of failure from the OSD routine FDUPRN. An error occurred
while AOL tried to spawn the print process.
Action: Review your concurrent request log file for more detailed information.
The issue can be reproduced at will with the following steps:
1. Login as "Enterprise Performance Foundation Environment Administrator"
2. Select the "Schedule" link.
3. Submit the "Refresh Engine".
4. It spawns the "Refresh Seeded Data Loader" program and then the main program fails afterwards.
