Unable to login to RDC after Applying Forms 6i Patch 16 (Doc ID 388403.1)

In OC/RDDC 4.5.0 after apply forms 6i patch 16,

Some external sites cannot login to RDC/OC.

When the forms applet is loaded and error frm-92101 is generated.

The error is presented by oracle forms applet before the login fields are displayed.

The problem started after applying patches <Patch 4572278> for iAS and Developer 6i Patch set 16 3596539, which are part of the OCTOBER 2005 CPU patch.

- Not all external sites are experiencing the problem.

- The exact error customer gets when connecting is:

FRM-92101: A failure has occurred on the Server. You will need to reestablish your session.
