Submitting a Report from OC, Returns Error 321300 Submit Failed (Doc ID 390130.1)

-- Problem Statement:
In OC 4.5.0:

When trying to submit a report from OC the following error is displayed:

"321300: Submit failed"

Additional symptoms:

- The reports server service is started with no problems

- It is possible to contact the reports server from the reports queue manager that belongs to 9iDS, but not from the reports server that belongs to 806

-Execution of command osfind on the middle tier server lists the reports server name.

- Files tnsnames.ora and sqlnet.ora under 9iDS home is equal to files under 806 home. The files contain the appropriate definition to contact the reports server service.
