This problem can occur on any platform.
In the Retail Merchandising System (RMS) 10.1.x, Purchase Order (PO) detail line gets published although there are no changes to the line being published.
Orddscnt.pc module, as a part of its processing, is setting the unit_cost on ORDLOC to the unit_cost_init. This triggers a detail line publish even though the unit_cost was unchanged i.e.: was set to the same value. This result in large volumes of 'unchanged' PO details being published
The detail line should be published only if there was a change in value.
Steps to Reproduce:
1. Create an Approved Order.
2. Note the message type POHdrMod is present in the ORDLOC and ORDER_MFQUEUE tables.
3. Run ORDDSCNT batch.
4. Notice that a new record with message type ‘PODTLMod’ is being added to ORDER_MFQUEUE even when no change has been made to the order.
