Graphic Layout Menus Disable or Grayout For DCM

Symptoms
All the submenus related to graphic layout generation are disable (gray out) in the DCM definition screen.
Navigation:
OC -> Definition -> DCMs-->DCMs--> select study --> go to Graphic Layout--> Special Graphic
Layout -> All the menus in Graphic Layout are gray and can not select any.
