Running loadHier with purgeAge set to Zero does not Remove Old Positions from Buffered Hierarchies

A customer has set the purgeAge for their product hierarchy to zero with the intent of using the loadHier utility to remove/purge old positions from the domain.  However, when they run the utility, old positions were not removed as expected.  Is this because the product hierarchy has Position Name Indirection (PNI) enabled?
