MSCFNSCW Completed WIP Discrete Jobs Are Picked Up By Data Collection (Doc ID 404975.1)

Symptoms

On 11.5.10 and R12 in Production:
WIP Discrete Jobs with Status = Complete are getting collected even though profile MSC:Collect Completed Jobs is set to 'No'.  This typically is occuring where the MRP Net Qty > 0.

EXPECTED BEHAVIOR
Expect completed jobs to not be picked up by data collections

STEPS
The issue can be reproduced at will with the following steps:
1. Create a discrete job and complete it but leave MRP Net Qty > 0
2. Set the profile MSC:Collect Completed Jobs to No
3. Run the collections and check if the completed jobs is getting collected
