Symptoms

On 11.5.10 the MSC_EXCEPTION_DETAILS_V view (public exception queries) took over 4 minutes to run to fetch 172,200 records with a blind query with no selection criteria.

STEPS
The issue can be reproduced at will with the following steps:
1. Perform a blind query in the Supply Chain Planners Workbench (MSCFNSCW)
