Goal

Address how to purchase the product with negative quantity.  e.g. -6 of a fixed non-currency resource in the Product Purchase Fee Event rate plan.

This is the resource that base Monthly Cycle Forward Event Rate plan on in a different product, using no min - 0.  But the account balance only shows 0.00 for the resource.
