Timezone Mode Works Incorrectly (Doc ID 408810.1)

Symptoms

One is trying to rate the events based on the account timezone, but this does 
not work. Events could be rated at server timezone (0), at event timezone (1) 
and at account timezone. This could be done as normally in two different ways.

1) Set the PIN_FLD_TIMEZONE_MODE on the product configuration on the pricing center, but one can't do this because the pricing Center only has the first two modes (server and event) but one can't set at the account timezone.

2) Set the PIN_FLD_TIMEZONE_MODE on the event object, but this didn't work
 because this value is overwritten with the product configuration value 
(server or event timezone).

Are there other way to rate the event on the account timezone? or why the 
rating engine doesn't use the PIN_FLD_TIMEZONE_MODE value?
