Which Script Creates 'EVENT_ESSENTIALS_T' While Upgrade From 6.2 To 6.7_FP1? (Doc ID 408987.1)

 In the RTW 'add_new_tables_67.sql' from $PIN_HOME/upgrade/62_67, the CREATE statement of 'event_essentials_t' is remarked, as below:

-- v_ddl_stmt := 'CREATE TABLE event_essentials_t
-- (obj_id0 NUMBER,
-- balances_small VARCHAR2(4000),
-- balances_large CLOB,
-- account_obj_id0 NUMBER)
-- EXECUTE IMMEDIATE v_ddl_stmt;
-- END IF;

The question is:
Does a user need to uncomment these lines before running the upgrade scripts?
