Dimension Hierarchy Loader Error on New Levels: GROUP_SEQ_RULE_VIOLATED (Doc ID 413305.1)

This problem can occur on any platform.

Symptoms

In Enterprise Performance Foundation Administrator, when using the Dimension Hierarchy Loader program to load a sequence enforced hierarchy, the program fails and the following error is in the View Log:

The following validation error occurred when processing records in the FEM_xxxxx_HIER_T hierarchy interface table:
"The parent to child relationship violated the Group Sequence order for the hierarchy."
Please refer to the STATUS column on this table for identifying invalid records
(STATUS = 'GROUP_SEQ_RULE_VIOLATED').

The following message is in the STATUS column of the FEM_xxxxx_HIER_T table:

GROUP_SEQ_RULE_VIOLATED

The error occurs when adding new levels to the hierarchy.  The error appears next to rows with the new levels.  The rest of the rows have a status of LOAD.
