ASCP Inline Forecast Consumption Not Consuming All Sales Orders With Backward Days (Doc ID 414150.1)

Symptoms

Users are testing inline forecast consumption in the ASCP plan.  However, in some cases the consumption is not occuring at all on a sales order when reviewing the data in the planners workbench - MSCFNSCW.  Users are using regular source forecast sets (ie from MRP module).  In the ASCP plan setup/options users have Spread Forecast Evenly enabled, Consume By Forecast Bucket disabled, Explode Forecast disabled, and backward days = 4 and forward days = 0

In their example there are quantities in certain weekly buckets which show up in daily buckets since the first part of the ASCP plan is setup for 30 days.  When testing with sales orders during different days during these buckets, the sales orders are not consumed unless they fall on the exact day of the forecast bucket.  In other words, the backward days = 4 does not appear to be taken into account.
